What Utah requires, in one paragraph
For drivers under 19, Utah requires 18 hours of classroom instruction at a commercial or private school (27 hours at a high school, 30 hours online) and 6 hours behind the wheel with a certified instructor. Observation hours aren't required by state law for commercial schools, though many schools include them anyway.
